Algorand contributed to this paper that presents a ring-based configuration of the NIST submission Round5, a Ring Learning with Rounding (RLWR)- based INDCPA secure public-key encryption scheme. The technique used reduces the failure probability and makes correlation in the decryption error negligibly low. Further, the high flexibility of design allows for the adjusting of parameters to a specific degree, allowed it to be useful for many applications, ranging from household IoT to high security systems.
